Contract Administration

The PFS Contract Management team will provide cradle to grave contracting expertise for the PBDC subsidiaries.  Through all facets of the acquisition life cycle, our team will ensure potential areas of risk are identified and/or mitigated, creative solutions are provided, performance of contracts are monitored and maintained, and close-out of contracts are completed. We will work in partnership across the board with the PFS Executive Management and Support Services Teams, Subsidiary Management, Project Managers, Subcontractors, and the Government Acquisition Staff towards shared objectives and desired outcomes.   Our team services include, but are not limited to:

Acquisition Planning/Solicitation:

  • Sources Sought submissions
  • FOIA request support
  • Non-Disclosure Agreements
  • Teaming Agreements
  • Consulting Agreements
  • Solicitation review and identification of risk areas
  • Solicitation Q&A support
  • Solicitation Data call support
  • Subcontract activities
    • Request for Proposal of potential subcontract support
    • Data call support
    • Vetting of potential subcontractors
  • Proposal support
    • Support to proposal review teams to ensure proposal compliancy against Solicitation Section’s L&M
    • Provide Solicitation Section fill-in’s
    • Provide proposal Cover letters
    • Submission of electronic proposals
  • Debrief request coordination with Government Contracting Officer

Contract Award and Management:

  • Coordinate review/approval/signing of all awarded contracts, modifications, task orders, delivery orders, purchase orders
  • First line negotiators of contract terms and conditions, modifications, and changes
  • Primary interface with customer contracting personnel, including drafting and responding to contract related correspondence
  • Review, assess, and coordinate responses to performance concerns, contract changes, and customer disputes (including Request for Equitable Adjustments and claims)
  • Support to internal monthly contract program reviews to ensure contract deliverables are being met, costs are within budget, and contract issues are identified and resolved
  • Submission of 75% expenditure of costs letter to government contracting officer for all cost type contracts
  • Sub-contract administration management
    • Drafting agreements
    • Reviewing/negotiating/executing agreements
    • Management of agreements
  • Maintain Contracts database
  • POC for CPARs release, facilitate CPARs response, upload/sign CPARs final response
  • Monitor and maintain the System for Award Management (SAM)

Contract Close-out:

  • Facilitate contract close-out checklist with appropriate responsible subsidiary and support services team parties to ensure completion
  • Work with Government contracting officer for close-out or conversion of contract to FFP to allow for quick close-out procedures

SBA compliance:

Maintaining status as a small business under the guidelines set forth by the SBA is an on-going consideration. Contract Management will continually monitor and track SBA requirements and ensure compliance to those standards by all subsidiaries.
